Положение о судействе международного творческого конкурса «Армия культуры» в рамках Армейских международных игр – 2021
I. СУДЕЙСТВО КОНКУРСА
Для судейства Международного творческого конкурса «Армия культуры» – 2021 (далее – Конкурс) создается судейская комиссия.
Судейская комиссия – это группа должностных лиц, обладающих знаниями и навыками в части, касающейся проводимого Конкурса, обеспечивающая ход его проведения в соответствии с Положением, создание и контроль равных условий для участников, а также объективное оценивание результатов.
В состав судейской комиссии, сформированной из представителей государств – участниц Конкурса (по 1 человеку от команды) входят:
Главный судья;
- заместитель Главного судьи;
- главный секретарь;
- судьи;
- помощник Главного судьи по видеоповторам – технический судья.
В своей деятельности судейская комиссия руководствуется Положением о проведении Конкурса.
После прибытия всех судей от команд, участвующих в Конкурсе, проводится первое (установочное) заседание судейской коллегии, на котором избирается открытым голосованием, (большинством голосов, как правило, от принимающей страны) Главный судья конкурса.
Главный судья Конкурса подчиняется Главному судье АрМИ и отвечает за обеспечение проведения Конкурса в полном соответствии с настоящим Положением, работу судейской коллегии Конкурса, объективность и правильность подсчета результатов, а также за правомерность допуска команд к участию в Конкурсе.
На всех совещаниях судей председательствует Главный судья Конкурса. В рассмотрении результатов этапов участвуют только судьи, чьи команды участвуют в этапах или турах конкурса.
Главный судья Конкурса обязан:
- возглавлять работу судейской коллегии Конкурса, руководить организацией и проведением Конкурса в соответствии с Положением о проведении Конкурса;
- следить за правильностью проведения Конкурса и выполнением судейской коллегией и администрацией Конкурса своих обязанностей;
- своевременно извещать судей Конкурса обо всех изменениях в проведении Конкурса;
- рассматривать протесты и лично принимать по ним решения или выносить их на обсуждение судейской коллегии Конкурса;
- утверждать результаты Конкурса;
- осуществлять руководство должностными лицами Конкурса в ходе их подготовки;
- проводить занятия и семинары с судейской комиссией Конкурса;
- руководить проведением жеребьевки;
- проводить заседания судейской комиссии;
- контролировать составление отчетности за каждый этап Конкурса, обеспечивать представление итоговых документов в ОК АрМИ;
- утверждать протоколы и другие документы, определяющие порядок участия команд в Конкурсе, а также определяющие результаты этапов Конкурса и их итоговые результаты;
- обеспечивать объективное и беспристрастное судейство в ходе проведения Конкурса.
Главный судья имеет право:
- изменить расписание Конкурса;
- отстранить от дальнейших выступлений в Конкурсе участников, допустивших грубое нарушение требований безопасности, факт нахождения алкоголя, наркотических (психотропных) веществ в крови во время проведения медицинского осмотра, грубость, а также показавших явную неподготовленность;
- отстранять судей, не справляющихся со своими обязанностями;
- на просмотр в ходе выступления участников или заседания судейской комиссии видеоповтора эпизода заезда (этапа) в целях принятия решения по спорным (сложным) вопросам;
- отменить решение любого судьи.
В случае отсутствия медицинского обеспечения Главному судье не разрешается проводить Конкурс.
Главный судья совместно с организаторами Конкурса подписывает акт о готовности мест проведения, инвентаря, оборудования, технического сопровождения предстоящему Конкурсу.
Все спорные вопросы, возникшие при подготовке команд к участию в Конкурсе, должны быть разрешены до начала его проведения.
При возникновении спорных вопросов во время проведения этапов Конкурса Главный судья конкурса сначала заслушивает доклад заместителя главного судьи об общей ситуации, осуществляет просмотр видеоматериалов.
Главный судья может учредить открытое голосование, на котором решение принимается судейской комиссией большинством голосов, Главный судья участие в голосовании не принимает.
При равном распределении голосов решение по возникшему вопросу принимается Главным судьей Конкурса.
Также из числа судей от команд участниц избирается заместитель Главного судьи Конкурса. На него возлагается ведение заседания судейской комиссии в случае принятия решения по спорным вопросам, возникающим в отношении команды государства, представителем которого является Главный судья конкурса, либо в связи с отсутствием Главного судьи конкурса на заседании по уважительной причине. Исполняя обязанности Главного судьи Конкурса, заместитель Главного судьи руководствуется его правами и обязанностями, указанными в настоящем Положении.
Главный судья конкурса и его заместитель должны являться представителями разных государств.
Для ведения документации судейской комиссии назначается Главный секретарь конкурса.
Главный секретарь обязан:
- вести протоколы заседаний судейской комиссии;
- совместно с Главным судьей Конкурса проводить жеребьевку порядка участия команд и вариантов проведения этапов с внесением результатов жеребьевки в протокол;
- составлять порядок выступления участников;
- оформлять распоряжения и решения Главного судьи Конкурса;
- принимать заявления, регистрировать их и передавать Главному судье Конкурса;
- вести всю судейскую документацию;
- с разрешения Главного судьи Конкурса передавать информацию в средства массовой информации;
- готовить отчетную документацию по Конкурсу.
Судьи назначаются по одному представителю от команд-участниц, голоса всех судей равнозначны. На должность судьи назначается лицо, имеющее профессиональную подготовку в области проведения Конкурса. Он подчиняется Главному судье Конкурса и отвечает за объективность судейства и правильность подсчета результатов Конкурса.
Состав судей определяется на первой и последующих планирующих конференциях и должен быть окончательно сформирован к итоговой планирующей конференции в ходе, которой, принимающая сторона обязана провести теоретическое и практическое занятие с судьями по порядку организации судейства в соответствии с настоящим Положением.
Сертификаты судьям, подтверждающие их квалификацию, выдаются организаторами Конкурса не позднее, чем за пять суток до начала конкурса, после проведения Главным судьей Конкурса итогового занятия с судьями с принятием зачета по знаниям Положения о проведении Конкурса в сроки, установленные планом по его подготовке.
При поздней подаче заявки на участие в Конкурсе и невозможности команды присутствовать на итоговой планирующей конференции, занятие с судьями таких команд проводится отдельно по прибытии на Конкурс.
Судья обязан:
- знать Положение о проведения Конкурса.
- следить за правильностью и объективностью проведения Конкурса, правильным выполнением судьями и администрацией Конкурса своих обязанностей, а также подсчетов ими результатов Конкурса;
- осуществлять судейство квалифицированно и беспристрастно, исключая ошибки, которые могут повлечь искажение результатов Конкурса, объективно и своевременно решать возникающие в ходе Конкурса вопросы;
- участвовать в совещаниях судейской комиссии Конкурса под руководством Главного судьи Конкурса;
- рассматривать результаты, протесты и коллегиально (комиссионно) принимать по ним решения или выносить на всеобщее голосование судейской комиссии Конкурса;
- носить нарукавный судейский знак (повязку), с размещенной на ней судейской эмблемой;
- подписывать ведомости и протоколы результатов этапов (туров) Конкурса.
Судья имеет право:
- судить Конкурс;
- участвовать в обсуждении проектов решений судейской коллегии Конкурса;
- по согласованию с непосредственным руководителем привлекать к решению поставленных перед ним задач других сотрудников;
- запрашивать и получать от руководителей команд – участниц необходимую информацию и документы;
- участвовать в обсуждении вопросов, касающихся исполняемых должностных обязанностей;
- требовать от руководства Конкурса оказания содействия в исполнении должностных обязанностей.
Судьи обязаны вести себя в профессиональной манере на протяжении всего Конкурса.
Судьям запрещается обсуждать с посторонними вопросы, связанные с судейством.
Судья никогда не должен позволять себе отрицательных высказываний по отношению к организаторам, участникам и т.д., обязан всегда вести себя этично.
Судьи не должны обсуждать свои оценки, принципы оценивания или мнение по этому поводу до, вовремя или после события.
Во время судейства все контакты должны осуществляться только через Главного судью. Все проблемные вопросы должны тактично решаться только с Главным судьей Конкурса.
Все судьи во время работы должны следовать следующим рекомендациям:
- не разрешается пользоваться видео, аудио записывающей и фотоаппаратурой, не предусмотренными положением о проведении Конкурса;
- при рассмотрении спорных вопросов использовать материалы, официально предоставленные организаторами Конкурса.
Строго запрещаются:
- любые контакты с соревнующимися, руководителями команд и с кем-либо, используя электронные приборы;
- подача любых сигналов участникам Конкурса;
- любое проявление фаворитизма к участникам.
- Неуважительные высказывания или грубость к кому-либо во время работы судьей влечет за собой немедленное удаление из судейской комиссии без права на замену другим лицом из состава команд.
Для оперативного принятия решений по спорным вопросам в отношении выступлений участниками конкурса, в состав судейской коллегии входит помощник Главного судьи конкурса по видео повторам – технический судья. Он отвечает за представление по запросу Главного судьи (судей) конкурса, фото-видео контент, позволяющего объективно судить спорные моменты по выступлению. Команду на просмотр видео повтора (представление фотоматериалов) дает Главный судья конкурса, решение по результатам просмотра принимает он же, путем общего голосования.
Помощник Главного судьи конкурса по видео повторам – технический судья обязан:
- знать Положение о проведении Конкурса и руководствоваться им;
- по команде Главного судьи Конкурса в ходе этапа (тура) Конкурса просмотреть видео-повтор или фото запрашиваемого эпизода и вынести по нему решение в соответствии с требованием Положения о проведении конкурса;
- по требованию Главного судьи Конкурса предоставить ему видео-повтор (фотоматериалы) эпизода на просмотр для принятия решения.
Judging regulations of the “Army of Culture” international performing arts competition within the framework of the Army International Games - 2021
I. COMPETITION JUDGING
For the judging of the International Performing Arts Competition “Army of Culture” - 2021 (hereinafter - the Competition), a Judging Panel Judging Panel is created.
A Judging Panel Judging Panelis a group of officials with knowledge and skills relating to the Competition, ensuring the conduct of the Competition in accordance with the Regulations, the creation and control of equal conditions for participants, as well as the objective assessment of the results.
The Judging Panel Judging Panelincludes:
- Chief Judge;
- Deputy Chief Judge;
- Chief Secretary;
- Judges;
- assistant of the Chief Judge on video replays - technical Judge.
In its activities, the Judging Panel is guided by the Regulations of the Competition.
- After the arrival of all the Judges from the teams participating in the Competition, the first (setup) meeting of the Judging Panel is held, at which the Chief Judge of the Competition is elected by open voting (by majority vote, as a rule, from the host country).
The Chief Judge of the Competition is subordinate to the Chief Judge of the ARMY and is responsible for ensuring that the Competition is conducted in full accordance with these Regulations, the work of the Judging Panel of the Competition, the objectivity and accuracy of the calculation of results, as well as for the legality of the admission of teams to participate in the Competition.
All meetings of Judges are presided over by the Chief Judge of the Competition. Only Judges, whose teams participate in the stages or rounds of the Competition, participate in the examination of the results of the stages.
The Chief Judge of the Competition is obliged to:
- lead the work of the Judging Panel of the Competition, manage the organization and conduct of the Competition in accordance with the Regulations of the Competition;
- monitor the correctness of the Competition and performance of their duties by the Judging Panel and the administration of the Competition of their duties;
- inform the Judges of the Competition about all changes in the conduct of the Competition in due time;
- consider protests and take decisions about them personally or submit them for discussion by the Judging Panel of the Competition;
- approve the results of the Competition;
- supervise the officials of the Competition in the course of their preparation;
- hold trainings and seminars with the Judging Panel of the Competition;
- supervise the drawing of lots;
- hold meetings of the Judging Panel;
- control reporting for each stage of the Competition, ensure submission of the final documents to the organizing committee of the Army;
- approve protocols and other documents determining the order of participation of teams in the Competition, as well as the results of the stages of the Competition and their final results;
- ensure objective and impartial judging during the Competition.
The Chief Judge has the right to:
- change the schedule of the Competition;
- disqualify from further performance in the Competition participants who have committed gross violations of safety requirements, the fact of finding alcohol, narcotic (psychotropic) substances in the blood during the medical examination, rudeness, as well as who have shown a clear unpreparedness;
- dismiss the Judges who do not cope with their duties;
- watch video replay of an episode of a race (stage) in the course of participants' performance or at the meeting of a Judging Panel in order to make a decision on disputable (complicated) issues;
- cancel the decision of any Judge.
If there is no medical support, the Chief Judge is not allowed to hold the Competition.
The Chief Judge together with the organizers of the Competition signs an act on the readiness of the venues, equipment and technical support for the upcoming Competition.
All disputes arising during the preparation of teams to participate in the Competition shall be resolved before the beginning of the Competition.
If any disputes arise during the stages of the Competition, the Chief Judge of the Competition will first hear a report from the Deputy Chief Judge on the general situation and watch the video materials.
The Chief Judge may establish an open vote, at which the decision is taken by the Judging Panel by a majority vote, the Chief Judge does not take part in the voting.
In case of equal distribution of votes the decision on the arisen question is made by the Chief Judge of the Competition.
- Also, a Deputy Chief Judge of the Competition is elected from among the Judges of the participating teams. He is responsible for holding a meeting of the Judging Panel in case of a decision on controversial issues arising in relation to the team of the state, whose representative is the Chief Judge of the Competition, or in connection with the absence of the Chief Judge of the Competition at the meeting for a good reason. While performing the duties of the Chief Judge of the Competition, the Deputy Chief Judge is guided by his rights and duties specified in these Regulations.
The Chief Judge and his Deputy must be from different countries.
- The Chief Secretary of the Competition is appointed to maintain the records of the Judging Panel.
The Chief Secretary is obliged:
- keep minutes of the meetings of the Judging Panel;
- together with the Chief Judge of the Competition to draw the order of participation of teams and options for stages with the entry of the results of the draw in the minutes;
- draw up the order of participants' performances;
- document the instructions and decisions of the Chief Judge of the Competition;
- receive applications, register them and pass them to the Chief Judge of the Competition;
- keep all the judging documentation;
- with the permission of the Chief Judge of the Competition send the information to the mass media;
- prepare reporting documentation on the Competition.
- Judges are appointed by one representative from participating teams, votes of all Judges are equal. A person with professional training in the conduct of the Competition is appointed to the position of Judge. He is subordinated to the Chief Judge of the Competition and is responsible for the objectivity of judging and the correctness of the calculation of the results of the Competition.
The composition of Judges is determined at the first and subsequent planning conferences and should be finally formed by the final planning conference during which the host party must conduct theoretical and practical training with Judges on the order of organization of judging in accordance with these Regulations.
Certificates to Judges, confirming their qualification, are given by the organizers of the Competition not later than five days before the beginning of the Competition, after the Chief Judge of the Competition holds a final training with Judges with acceptance of test of knowledge of the Regulations of the Competition in the terms established by the plan for its preparation.
In case of late application for participation in the Competition and in case of impossibility of the team to attend the final planning conference, the training session with the Judges of such teams shall be held separately upon arrival at the Competition.
A Judge is obliged to:
- to know the Regulations of the Competition;
- to monitor the correctness and objectivity of the Competition, the correct performance by the Judges and the administration of the Competition of their duties, as well as the calculation of the results of the Competition;
- to perform the judging in a qualified and impartial manner, excluding errors that may entail distortion of the Competition results, to solve problems arising during the Competition in a timely and objective manner;
- to participate in the meetings of the Competition Judging Panel under the supervision of the Chief Judge of the Competition;
- to consider the results, protests and take decisions on them collegially (by a commission) or put them to a general vote of the Competition Judging Panel;
- to wear a Judge badge (armband) with the Judges' emblem placed on it;
- to sign the sheets and protocols of the results of the stages (rounds) of the Competition.
A Judge has the right to:
Judge the Competition;
- participate in the discussion of draft decisions of the Judging Panel of the Competition;
- in agreement with the immediate superior, to involve other employees in solving the tasks assigned to the Judge;
- to request and receive from the heads of the participating teams the necessary information and documents;
- to participate in the discussion of issues related to their official duties;
- to demand from the leadership of the Competition assistance in the performance of official duties.
Judges are obliged to behave in a professional manner throughout the Competition.
Judges are forbidden to discuss judging-related matters with unauthorized persons.
Judges must never allow themselves to make negative statements in relation to the organizers, participants, etc., and must always behave ethically.
Judges must not discuss their ratings, rating principles or opinions about it before, during or after the event.
During judging, all contact should be made only through the Chief Judge. All problem questions must be dealt tactfully only with the Chief Judge of the Competition.
All Judges must follow the following guidelines while working:
- it is not allowed to use video, audio recording and photographic equipment not specified in the provision on conducting the Competition;
- at consideration of disputable questions to use the materials officially provided by the organizers of the Competition.
It is strictly forbidden:
- any contact with competitors, team leaders and anyone using electronic devices;
- giving any signals to the participants of the Competition;
- any show of favoritism to participants.
Disrespectful statements or rudeness to anyone while working as a Judge will entail immediate removal from the Judging Panel without the right to be replaced by another person from the teams.
- To promptly make decisions on disputable issues in respect of performances by Competition participants, the Judging Panel includes an assistant to the Chief Judge of the Competition on video replays - a technical Judge. He is responsible for presenting, at the request of the Chief Judge (Judges) of the Competition, photo-video content, allowing an objective judgment of disputable moments on the performance. Command to watch a video replay (presentation of photographic material) gives the Chief Judge of the Competition, it is he who takes the decision on the results of the view, by a general vote.
Assistant to the Chief Judge of the Competition on video replays - the technical Judge is obliged:
- know the Rules of the Competition and be guided by them;
- on command of the Chief Judge of the Competition during a stage (round) of the Competition to watch a video replay or a photo of the requested episode and take a decision on it in accordance with the requirements of the Regulations of the Competition;
- at the request of the Chief Judge of the Competition to provide the Chief Judge of the Competition with a video replay (photo materials) of the episode for reviewing to make a decision.
